Quick answer: An air quality expert in the UAE measures what is in a building’s air: particles, gases, microbes, humidity, pressure and air changes. The expert then compares each reading with the limit that applies, finds why it fails and corrects the HVAC so it passes. For offices, hotels and schools, that limit comes from Dubai Municipality’s DM-HSD-GU119; for hospitals, from DHA and ASHRAE 170. So for a hospital or lab, the right air quality expert is an HVAC and cleanroom engineer, not a purifier seller.
Search for an air quality expert in Dubai and page one mixes monitoring firms, testing labs and purifier brands. Each does one part of the job. You therefore need to know which part you are buying.
What an air quality expert measures, and against which limit
Dubai Municipality’s guideline DM-HSD-GU119 (version 4, December 2024) sets the limits for existing offices, hotels, schools and homes. CO₂ is 800 ppm over 8 hours. PM2.5 is 35 µg/m³ and PM10 is 150 µg/m³ over 24 hours. TVOC is 0.6 mg/m³, formaldehyde is 0.01 ppm over 8 hours, and bacteria and fungi are 1,000 and 500 CFU/m³. Only an EIAC-accredited company can run the compliance test. In addition, the guideline recommends an audit within six months of HVAC start-up, then every two years. A good air quality expert reads those tables before switching on an instrument, because a reading means nothing until it matches the right limit and averaging time.

Why hospitals need a different air quality expert
The Dubai Municipality guideline excludes medical and industrial buildings. Hospitals instead follow the DHA Health Facility Guidelines in Dubai and ASHRAE 170 elsewhere. Operating rooms need about 20 air changes of H14 HEPA-filtered air and +10 Pa. Isolation rooms need 12 air changes and negative pressure, while pharmacy cleanrooms need ISO 7. Those are airflow and pressure requirements, not concentration limits, so a purifier cannot meet them. An air quality expert for a hospital therefore carries a particle counter, a PAO photometer, a manometer and a balometer. Above all, that expert can redesign the air handling unit when the numbers fail. WHO reports that 7 of every 100 acute-care patients in high-income countries acquire an infection in hospital. Air is one route an air quality expert can close.

Signs you need an assessment now
If any of these is true, call an air quality expert this month:
- An inspection is coming, but the last validation or IAQ certificate is over two years old.
- Humidity above 60% in summer, sweating ceilings, or a mould smell from the grilles.
- Afternoon headaches and drowsiness in a sealed office, usually a sign of CO₂ above 800 ppm.
- A new fit-out, because in Dubai that triggers a pre-occupancy test for formaldehyde, TVOC and particles.
- Infection rates rising in a ward or theatre with no clinical explanation.
Monitoring firm, testing lab or engineer: which air quality expert to hire
A monitoring firm shows you daily performance on a dashboard, but it cannot issue the compliance result. An accredited lab issues the certificate, yet if you fail, it only tells you that you failed. An HVAC and cleanroom engineer measures, diagnoses, rebuilds the fresh-air handling, filtration or pressure cascade, and then re-tests. For a hospital, that is the air quality expert you want. Agora Climate Control Systems is that third kind: 16 years of hospital and cleanroom HVAC, 500+ projects and ISO 9001:2015. Our engineers also travel to UAE sites for assessment, correction and validation.

Frequently asked questions
What does an air quality expert do?
Measures particles, gases, microbes, humidity, pressure and air changes, then compares each reading with the limit for that room. After that, the expert finds the cause of any failure and corrects the ventilation or filtration behind it.
Is indoor air quality testing mandatory in Dubai?
New buildings other than villas need a pre-occupancy test under the Dubai Building Code. Existing buildings should audit every two years under Dubai Municipality, and hotels must. Hospitals instead follow DHA validation.
What are Dubai Municipality’s indoor air limits?
For existing buildings: CO₂ 800 ppm, PM2.5 35 µg/m³, PM10 150 µg/m³, TVOC 0.6 mg/m³ and formaldehyde 0.01 ppm over 8 hours. Bacteria and fungi are 1,000 and 500 CFU/m³.
Who can carry out an IAQ compliance test in Dubai?
A testing company or laboratory accredited by the Emirates International Accreditation Centre, with calibrated instruments and results sent to Dubai Municipality. Monitoring helps you prepare, but it does not replace the accredited test. An air quality expert then turns the result into fixes.
How much does an air quality expert cost in the UAE?
Single rooms usually cost per test, while a building or hospital costs by the number of rooms and tests. Corrective HVAC design comes separately, so ask for a quote listing each room, test and limit.
